Minutes of Board Meeting 4.10.2019


Present:         Rune, Anne Britt, Fernando, Paul, Elizabeth and Denise

1. SAFETY

Replacement of gates, the two small gates will have automatic closing with one to have a coded entrance in order that services like the post, gas, and emergence services are able to enter.  It was agreed that the only 
one car gate ie, (the Consum gate) and the two main entrances of Calle Unamuno are the ones to be changed.
Sergio will change the two small gates within two weeks and the big gate in November.

ACTION:   
RUNE TO ASK FOR A NEW QUOTE FOR THE GATES.  
ANNE- BRITT TO OVERSEE GATE INSTALLATION ETC.

2. RENTALS

Discussion takes place re overdue fees, a levy of 50 euros to be given to overdue payments. 
Persons who rent out their houses to be charged 20 % more for community fees.

A problem with short term rentals who are not complying with community rules has been identified.

A proposal has been made to make sure the properties who are renting must register with the appropriate authorities, and that they submit their contact details in order that they can be contacted should their rentals are making problems for the community. If the police are called out then the police charge a fine of 300 euros.

ACTION:  

RUNE TO FOLLOW UP REGARDING RENTALS ETC.

3.     GARDENS

It is suggested that we identify the contract with regard to how many hours we should have them and we must suggest what is needed.  The large trees must be removed as the roots are spreading and cracking the swimming pool.   No. 36 hedge is far too overgrown and is encroaching on the path.   

ACTION:  

Barbara to contact owner to request they cut it back TO THE WALL within 3 months and if not the community will do it and back-charge them.

DENISE IS TO TAKE CONTROL OF THE GARDENERS ETC.

A card was presented for a company to repair the pool tiles without emptying it.  

4.     POOL

Water consumption:   Paul issued graph for water consumption. Fran (gardener) still believes there is still a pool leak.   He will stop watering the gardens and swimming pool top up during November to test whether there is a specific pool leak or not.

ACTION: 
PAUL TO BE RESPONSIBLE FOR  CONTROL OF THE WATER AND POOL SPECIFICS. 

ANNE- BRITT TO BE RESPONSIBLE FOR FOLLOW UP POOL REPAIRS.

5.     PAINTING:

Paul explained about the community painting has been under Brian´s control for many years now.  Clarification to seek if he will be willing to continue?

Discussion has taking place to request that the owners paint the disputed areas and then if they refuse, the community will pay.  The disputed areas to be identified.

ACTION:  
REQUEST BRIAN TO CONTINUE.  IDENTIFY DISPUTED AREAS 

6.     PARKING. 

To query whether we can have residential parking in Calle Unamuno.  

ACTION:     
BARBARA TO BE CONTACTED FOR ACTION 

7.     INSURANCE.

Paul presented the information re the collapse of houses in Playa Flamenca and query the insurance not covering this.

Paul did request from the community insurance to seek confirmation that our insurance is totally covered should this happen to our community.

8.     NOISE FROM NEW CAFE

Excessive noise from the new cafe has been identified from the community who have houses on Calle Unamuno.  Paul has spoken with staff from the cafe and has informed them that we will be discussing the problem within the board to discuss the action.

ACTION:   
Paul to follow up re owner of cafe and if not acceptable then we must discuss further action.

9.     ANY OTHER FURTHER BUSINESS

• Spray for ants is to be twice per year.

• Manhole cover has been replaced.

• New website is:  www.Zeniagolf.com 

• The bins are yet again a huge huge problem. Possible meeting with council and Anne-Britt.

• Rune proposing to put up an information board for residents who haven´t got access to website etc.

• Spare gate keys are to be held with Rune, Denise, Anne Britt at a cost of 10 euros.

• A general letter of complaint written from the board is to be presented overnight on the patios of persons 
abusing the rules and also to be sent to the owners and registered in the community.   

ACTION:  
Denise is to create letter and send to Rune, all committee to be able to place letters overnight.
